Any vehicle color or combination of colors will be allowed. However, the truck inspection committee will administer a minimum standard as to appearance and condition. \par \par SECTION 3 Stated}{\b\i\f17\fs28\cgrid0 . }{\b\f17\fs28\cgrid0 The description of the emblem or seal is: a symmetrical star of six points, gold in color, set in a circular field of white with outlines, markings and inscriptions in black. The words SEARCH AND RESCUE are inscribed on as arched scroll, which joins the three upper points. The center of the star contains THE GREAT SEAL OF THE STATE 0F UTAH enclosed with two scrolls. The top scroll contains the word SHERIFF and the bottom scroll BOX ELDER COUNTY UTAH. \par \par SECTION 4 Stated. The patrol shall consist of a maximum of thirty-five (35) active members who shall be assigned unit numbers for identification and such associate members as may be accepted by the patrol and life members. A member at large will be assigned a number starting with 1C751}{\b\i\f17\fs28\cgrid0 . \par \par }{\b\f17\fs28\cgrid0 SECTION 5 Stated. The patrol, as a unit, is nonpartisan in nature and is forbidden by this code to endorse, support or otherwise imply affiliation with any religious or political organization. The patrol and its members will actively support and maintain the constitution, and}{\b\f17\fs28\ul\cgrid0 }{\b\f17\fs28\cgrid0 statutes, laws & ordinances of the United States, the state of Utah & Box Elder County. Further, the patrol shall disassociate itself from any organization or movement whose objectives are not in keeping thereof. \par \par }\pard\plain \s3\qc\keepn\nowidctlpar\outlinelevel2\adjustright \f17\fs28 {\b ARTICLE II OFFICERS \par }\pard\plain \s1\keepn\nowidctlpar\outlinelevel0\adjustright \b\f6\fs16 {\b0\f17\fs28 \par }\pard \s1\qj\keepn\nowidctlpar\outlinelevel0\adjustright {\f17\fs28 SECTION I Enumeration of elected officers. The Commander and the board shall appoint officers and team leaders as required to conduct patrol activities. The Secretary: \par \par 1. Attends and participates in the meetings of the patrol and Board of Directors, observes, records and preserves the proceedings. \par }\pard \fi-360\li360\nowidctlpar\adjustright {\b\f17\fs28\cgrid0 2.\tab Keep accurate accounts and records. \par }\pard \nowidctlpar\adjustright {\b\f17\fs28\cgrid0 3. Receives all applications for membership and appears to the Board of Directors and refers them promptly to the Commander. \par }\pard \fi-360\li360\nowidctlpar\adjustright {\b\f17\fs28\cgrid0 4.\tab Conducts correspondence of the patrol. \par }\pard \nowidctlpar\adjustright {\b\f17\fs28\cgrid0 5. Reports to the Commander his official acts and communicates all matters that are considered of interest to the patrol. \par 6. Has the power, with the approval of the Commander as necessary, }{\b\i\f17\fs28\cgrid0 to }{\b\f17\fs28\cgrid0 appoint one or more members as assistants to aid him in the discharge of his duties. \par \par SECTION 2.040 Treasurer, The treasurer is custodian of all funds of the patrol and has authority to issue payment of patrol indebtedness in the amount not to exceed fifty dollars ($50.00) without the prior approval of the membership. Expenditures exceeding fifty dollars ($50.00) must have the approval of the majority of the membership at a regularly scheduled meeting. }{\b\i\f17\fs28\cgrid0 (Cross-reference}{\b\f17\fs28\cgrid0 Bylaws: Article IV, Section 4.040) \par }\pard\plain \s16\nowidctlpar\adjustright \i\f6\fs28 {\b\i0\f17 Expenditure exceeding $500.00 shall provide verbal notification the sheriff or his designate liaison. Reports to the officers and members of the financial status of the patrol when requested. \par }\pard \fi-360\li360\nowidctlpar\adjustright {\b\f17\fs28\cgrid0 4. Participates in a yearly audit of patrol funds. \par }\pard \nowidctlpar\adjustright {\b\f17\fs28\cgrid0 5. Secures accounting from chairmen of activities, which require expenditures of patrol funds. The commander shall countersign all checks,}{\b\i\f17\fs28\cgrid0 }{\b\f17\fs28\cgrid0 or designate, no single signature allowed.}{\b\i\f17\fs28\cgrid0 \par }{\f17\fs28\cgrid0 \par }{\b\f17\fs28\cgrid0 SECTION 2.050 Quartermaster. The quartermaster is responsible for an accurate inventory of patrol owned equipment and will report quarterly on supplies and expenditures made for them. Written documentation of inventory to be maintained and available for review by commander, sheriff or his}{\b\i\f17\fs28\cgrid0 }{\b\f17\fs28\cgrid0 designate}{\b\i\f17\fs28\cgrid0 . \par }{\f6\fs24\cgrid0 \par }\pard\plain \s4\qc\keepn\nowidctlpar\outlinelevel3\adjustright \b\f17\fs28 {\f6 ARTICLE III MEMBERS \par AND JURISDICTION \par }\pard\plain \s1\keepn\nowidctlpar\outlinelevel0\adjustright \b\f6\fs16 {\b0\f17\fs28 \par }{\f17\fs28 SECTION 3.010 Applications. Applications must be according to the official forms prescribed by Box Elder County. The applicant must answer each question. The applicant must sign the application.}{\f17\fs28\ul \par }\pard\plain \nowidctlpar\adjustright \fs20\cgrid {\f17\fs28\cgrid0 \par }\pard\plain \s1\keepn\nowidctlpar\outlinelevel0\adjustright \b\f6\fs16 {\f17\fs28 SECTION 3.020 Vote required. An application must be presented at a regular meeting of the patrol. An affirmative vote of two}{\f17\fs28\ul -}{\f17\fs28 thirds of the members present is required for acceptance. \par }\pard\plain \nowidctlpar\adjustright \fs20\cgrid {\f17\fs28\cgrid0 \par }\pard\plain \s1\keepn\nowidctlpar\outlinelevel0\adjustright \b\f6\fs16 {\f17\fs28 SECTION 3.030 Rejection. If an applicant is rejected, the secretary informs of rejection \par }\pard\plain \nowidctlpar\widctlpar\adjustright \fs20\cgrid { \par }\pard\plain \s1\keepn\nowidctlpar\outlinelevel0\adjustright \b\f6\fs16 {\f17\fs28 SECTION 3.031 Committee of Investigation. After an application is received, the Commander refers it to a Committee of Investigation consisting of three members in good standing who inquire thoroughly into the eligibility, and fitness of the applicant and report at the meeting the application is due. Before a vote is taken, the committee must report favorable or unfavorably by a majority of it's committee members. \par If a proper report is not made when due, the committee may be continued or replaced. A new committee may not be required to report in less than two weeks. A Commander may, for the term of his office, appoint a permanent Committee of investigation of not less than three members in good standing and active members. \par \par Note: The patrol has no right to elicit information as to the financial, religious or political views from the prospective member. \par SECTION 3.032 Call Numbers. Whereas we have a turnover of members and our numbers change from time to time, the call numbers will be changed according to seniority. The numbers will be changed only on years ending in multiples of five. \par }\pard\plain \nowidctlpar\widctlpar\adjustright \fs20\cgrid { \par }\pard\plain \s1\keepn\nowidctlpar\outlinelevel0\adjustright \b\f6\fs16 {\f17\fs28 SECTION 3.033 Members at Large. Whereas a member has moved out of the county, and upon his request, wishes to be affiliated with Box Elder County Search and Rescue, he may be granted a status of Member at Large. To qualify for this status, a member will need to be member in good standing for a period of ten years. Member at Large must be approved by a majority vote of the members present at a regularly scheduled meeting. A Member at Large will pay full membership dues and will have no voting privileges. He may participate in any patrol function as approved by the Commander or}{\i\f17\fs28 }{\f17\fs28 sheriff designate}{\i\f17\fs28 .}{\f17\fs28 \par }\pard\plain \nowidctlpar\adjustright \fs20\cgrid {\f17\fs28\cgrid0 \par }\pard\plain \s1\keepn\nowidctlpar\outlinelevel0\adjustright \b\f6\fs16 {\f17\fs28 SECTION 3.034 Life Member. Whereas an active member attains 25 years of service to the Box Elder County Search and Rescue, we as a group would like to honor this person with the status of life membership. They will not pay dues to}{\i\f17\fs28 }{\f17\fs28 the patrol. He also has the choice of participating in or abstaining from any activity without penalty. Life members will retain all voting privileges. He may become an associate member by choice without approval vote of members. \par }\pard\plain \nowidctlpar\adjustright \fs20\cgrid {\f17\fs28\cgrid0 \par }{\b\f17\fs28\cgrid0 ARTICLE III \par }{\f17\fs28\cgrid0 MEMBERS AND jurisdiction (continued) \par \par }\pard\plain \s1\keepn\nowidctlpar\outlinelevel0\adjustright \b\f6\fs16 {\f17\fs28 SECTION 3.040 Requirements. Applicants for membership must be a United States citizen, 21 years of age or older, and a resident of Box Elder County of the state of Utah for the past six months. An applicant}{\i\f17\fs28 }{\f17\fs28 must be the legal owner of a four-wheel drive vehicle that is mechanically safe and cannot have been convicted of a felony or serious}{\i\f17\fs28 }{\f17\fs28 crime.}{\i\f17\fs28 \par }\pard\plain \nowidctlpar\adjustright \fs20\cgrid {\i\f17\fs28\cgrid0 \par }\pard\plain \s1\keepn\nowidctlpar\outlinelevel0\adjustright \b\f6\fs16 {\f17\fs28 SECTION 3.041 Associate membership. Associate membership status is available to those who have been members in good standing}{\i\f17\fs28 }{\f17\fs28 for at least ten years who have attained 65 years of age or who are unable to fully participate in patrol activities. Upon request, a member may withdraw full, active membership and take associate membership by receiving a two-thirds vote of approval from the members present at a regularly scheduled meeting. Associate members are required to pay full dues assessment and they have no voting privileges. They are not penalized for lack of participation and are welcome to attend any and all patrol functions. Associate members will be required to turn in their radio that was issued to them. However, they may purchase a radio on their own for}{\i\f17\fs28 }{\f17\fs28 use in the patrol}{\i\f17\fs28 . }{\f17\fs28 He is personally responsible for maintenance and upkeep.}{\i\f17\fs28 \par }\pard\plain \nowidctlpar\adjustright \fs20\cgrid {\i\f17\fs28\cgrid0 \par }\pard\plain \s1\keepn\nowidctlpar\outlinelevel0\adjustright \b\f6\fs16 {\f17\fs28 SECTION 3.042 Probationary period. New members shall serve six months probationary period beginning the date of application approval and continuing consecutively thereafter. At the completion of the six months probationary period, a sustaining vote of two thirds of the members present will grant full membership to the patrol. If a new member failed to satisfactorily complete the probationary period for any reason, all dues and fees received by the patrol shall be returned to said member upon their withdrawal, after receipt}{\i\f17\fs28 }{\f17\fs28 by the patrol of any official patrol property from the member. \par }\pard\plain \nowidctlpar\adjustright \fs20\cgrid {\f6\fs28\cgrid0 \par }{\b\f17\fs28\cgrid0 SECTION 3.043 New member rides participation. Whereas a new member is unfamiliar with our system}{\b\i\f17\fs28\cgrid0 , }{\b\f17\fs28\cgrid0 a new member on probation will only ride with a member in good standing on searches. New members will not be issued a radio or stars until completion of the six-month probationary period and having been accepted by vote. \par }{\f17\fs28\ul\cgrid0 \par }{\b\f17\fs28\ul\cgrid0 \par }{\b\f17\fs28\cgrid0 SECTION 3.050 Dues and Fees. Membership dues will be set by a vote at any regular meeting as need arises. Each active member will pay dues. Dues unpaid by the first of April will be considered delinquent}{\b\i\f17\fs28\cgrid0 , }{\b\f17\fs28\cgrid0 in}{\b\i\f17\fs28\cgrid0 }{\b\f17\fs28\cgrid0 which event the treasurer will enumerate said delinquencies at the next Board of Directors}{\f17\fs28\cgrid0 }{\b\f17\fs28\cgrid0 meeting. Reminder notices will be sent or given to the members involved on or before the regularly scheduled meeting in May. Dues unpaid by July 1st, render a member in "Poor Standing" and such members shall not}{\b\i\f17\fs28\cgrid0 }{\b\f17\fs28\cgrid0 have the privileges of voting, holding any office and shall be eligible for dismissal from the patrol after investigation of the circumstances by the Board of Directors, and their recommendation made to the membership at a regular meeting and }{\b\i\f17\fs28\cgrid0 a }{\b\f17\fs28\cgrid0 majority}{\b\i\f17\fs28\cgrid0 }{\b\f17\fs28\cgrid0 vote}{\b\i\f17\fs28\cgrid0 }{\b\f17\fs28\cgrid0 of the members}{\b\i\f17\fs28\cgrid0 . \par (Written notice, 30 days then suspended)}{\i\f17\fs28\cgrid0 \page \par }\pard \qc\nowidctlpar\adjustright {\b\f17\fs28\cgrid0 ARTICLE III \par MEMBERS AND JURISDICTION }{\f17\fs28\cgrid0 (continued) \par }\pard \nowidctlpar\adjustright {\f17\fs28\cgrid0 \par }{\b\f17\fs28\cgrid0 SECTION 3.060 Withdrawal. Any member may withdraw their membership from the Patrol by submitting to the secretary a written resignation in addition to returning}{\b\i\f17\fs28\cgrid0 }{\b\f17\fs28\cgrid0 all official patrol owned property to the patrol. If a member elects to withdraw from the patrol under the provisions of this section, the Board is not obligated to return any fees or dues paid by the patrol member with the exception of the radio as per Section 3.061.}{\f17\fs28\cgrid0 \par \par }{\b\f17\fs28\cgrid0 SECTION 3.061 Reinstatement. Any former member having withdrawn membership under the provisions of Section 3.060, may he reinstated as a member in good standing}{\b\i\f17\fs28\cgrid0 }{\b\f17\fs28\cgrid0 upon 100% approval by the Board of Directors of an application presented thereto per Section 3.010 of this Article, provided that such application is submitted to and received by the Board within twelve (12) months from which time withdrawal was made.}{\f17\fs28\cgrid0 }{\b\f17\fs28\cgrid0 Reinstatement is contingent upon the existence of an opening in the membership roster at the time the application is made. Dues must he paid for the remainder of the year. No credit will be made for any dues paid prior to withdrawal. \par \par SECTION 3.062 Priority application. In the event the quantity of applications for membership received exceeds the quantity of current roster vacancies, the following priority will he observed: \par }\pard \li720\nowidctlpar\adjustright {\b\f17\fs28\cgrid0 1. Reinstatement of former members, earliest date received. \par 2. Applications of former members, earliest date received. \par }\pard \fi720\nowidctlpar\adjustright {\b\f17\fs28\cgrid0 3. Applications of prospective members, earliest date received. \par }{\f17\fs28\cgrid0 \par }\pard \nowidctlpar\adjustright {\f17\fs28\cgrid0 \par }{\b\f17\fs28\cgrid0 SECTION 3.070 Participation. Members must attend at least }{\b\f17\fs28\highlight7\cgrid0 two thirds}{\b\f17\fs28\cgrid0 of the regularly scheduled meetings per year and at least }{\b\f17\fs28\highlight7\cgrid0 one half}{\b\f17\fs28\cgrid0 of the patrol activities per year. Failure to so participate is cause for an }{\b\f17\fs28\highlight7\cgrid0 investigation}{\b\f17\fs28\cgrid0 by the Board of Directors. Their recommendation shall be presented at a regular meeting for discussion and vote by the membership on the actions taken. In the event it is necessary for a member to be absent from a regularly scheduled meeting or activities}{\b\i\f17\fs28\cgrid0 , }{\b\f17\fs28\cgrid0 or}{\b\i\f17\fs28\cgrid0 }{\b\f17\fs28\cgrid0 the annual breakfast}{\b\i\f17\fs28\cgrid0 }{\b\f17\fs28\cgrid0 the member shall, contact one of the officers and advise him of the anticipated absence. \par }{\f17\fs28\cgrid0 \par }{\b\f17\fs28\cgrid0 SECTION 3.080 Member deportment. Individual operation of a member vehicle in a negligent or unlawful manner which results in personal conduct unbecoming member of the patrol, is cause for immediate dismissal from the patrol after investigation}{\b\i\f17\fs28\cgrid0 }{\b\f17\fs28\cgrid0 of the circumstances}{\b\i\f17\fs28\cgrid0 }{\b\f17\fs28\cgrid0 of the incident by the Board of Directors and}{\b\i\f17\fs28\cgrid0 }{\b\f17\fs28\cgrid0 Sheriff designate. Their recommendation should be made to the membership at a regular meeting and a majority vote of those present will cause dismissal. It is recommended that the member involved be excused from the meeting in which such actions are taken. If the member elects to attend, it is his prerogative; however, he has no vote in the proceedings. \par }{\f17\fs28\cgrid0 \par \par \page \par }\pard\plain \s4\qc\keepn\nowidctlpar\outlinelevel3\adjustright \b\f17\fs28 {ARTICLE III \par }\pard\plain \qc\nowidctlpar\adjustright \fs20\cgrid {\b\f17\fs28\cgrid0 MEMBERS AND JURISDICTION }{\f17\fs28\cgrid0 (continued) \par }\pard \nowidctlpar\adjustright {\b\f17\fs28\cgrid0 \par SECTION 3.090 Protest. Any member may protest the activity or conduct of another member providing he has sufficient cause (violations of Sections 3.070, 3.080, and 3.100 of this Article). Such protest is to be filed in writing with the Board of Directors and Sheriff}{\b\i\f17\fs28\cgrid0 }{\b\f17\fs28\cgrid0 designate}{\b\i\f17\fs28\cgrid0 }{\b\f17\fs28\cgrid0 who will cause adequate investigation of the circumstances surrounding the protest to be made to determine the actions necessary to correct the conditions causing the protest. Should such a protest be lodged against a member during his probationary period and the Board of Directors determines there are grounds for such protest, the Board may, with 100% concurrence of its members, dismiss the probationary member without the vote of the membership. \par \par SECTION}{\b\i\f17\fs28\cgrid0 }{\b\f17\fs28\cgrid0 3.100 Partisan activity. NO member or group of members within the patrol, acting as patrol members, shall publicly approve, sanction or otherwise uphold a preference of a partisan organization, representative thereof or candidate thereof which implies endorsement by the patrol. Neither shall they so disapprove, degrade or denounce any such organization, its parts or its members. (Cross reference Constitution, Article I, Section 5) \par }{\f17\fs28\cgrid0 \par \par }\pard\plain \s4\qc\keepn\nowidctlpar\outlinelevel3\adjustright \b\f17\fs28 {ARTICLE IV \tab \par }\pard \s4\qc\keep\keepn\nowidctlpar\outlinelevel3\adjustright {Committees \par }\pard\plain \s25\keep\nowidctlpar\adjustright \b\f17\fs28 {SECTION 4.010 Committee chairmen. The Commander shall appoint the committee chairman.SECTION 4.020 The committee chairman shall have the authority to form a committee by appointing such members, as he deems necessary to serve. The committee chairman shall advise the secretary of the identity of those members comprising his committee as to their general duties.SECTION 4.030 Committees funds. It shall be the responsibility of the committee chairman to assure an accurate accounting of all funds expended, securing receipts thereof for any funds received as a result of the actions of his committee. Such records and funds will be given to the treasurer no later than two weeks following the activity requiring the expenditure or receipt of funds. \par }\pard\plain \keep\nowidctlpar\adjustright \fs20\cgrid {\b\f17\fs28\cgrid0 \par SECTION 4.040 Patrol funds. No committee, committee chairman, patrol member or combination thereof, may obligate the patrol for indebtedness, for any reason, which would need the requirements defined in Article II, section 2.040. The patrol is prohibited by this code from purchase of any item for any}{\f17\fs28\cgrid0 }{\b\f17\fs28\cgrid0 reason on a time payment basis}{\f17\fs28\cgrid0 \par }\pard\plain \s4\qc\keep\keepn\nowidctlpar\outlinelevel3\adjustright \b\f17\fs28 {ARTICLE V \par EQUIPMENT, INDIVIDUAL \par }\pard\plain \keep\nowidctlpar\adjustright \fs20\cgrid {\b\f17\fs28\cgrid0 \par }\pard\plain \s25\keep\nowidctlpar\adjustright \b\f17\fs28 {SECTION 5.010 Equipment damages. The patrol is in no way liable for any loss or damage incurred to individual equipment during official patrol activities. \par }\pard\plain \keep\nowidctlpar\adjustright \fs20\cgrid {\f17\fs28\cgrid0 \par }\pard\plain \s15\keep\nowidctlpar\adjustright \b\f17\fs28 {SECTION 5.020 Vehicle, maintenance and responsibility. Active members are required to own and maintain a licensed four-wheel drive vehicle in accordance with the laws of the state of Utah and the county of Box Elder. The condition and appearance of the vehicle will be kept within the minimum standards set by the truck inspection committee. Further, the vehicle shall be equipped for search and rescue missions at all times so far as the need exists and the ability of the member permits. \par }\pard\plain \keep\nowidctlpar\adjustright \fs20\cgrid {\b\f17\fs28\cgrid0 \par \par \par \par \par }\pard \nowidctlpar\adjustright {\b\f17\fs28\cgrid0 \par SECTION 5.030 Communication. Each active patrol member will have a two-way radio in the vehicle capable of communications with other patrol units. Members are expected to assure their two ways radio is in good operating condition for reliable communication during patrol operations and to have annual inspection as per policy. \par SECTION 5.040 Acquisition. New members will be required to obtain communication equipment by the end of their first six months of full membership (one full year from application acceptance), if equipment is available. }{\b\f17\fs28\highlight7\cgrid0 Members disposing of their vehicle's communications equipment will replace it within six months from time of disposal.}{\b\f17\fs28\cgrid0 Should a member be unable to comply with this section, he will so advise the Board of directors who will investigate the situation and present their recommendations to the membership for a vote on actions to be taken at the earliest regularly scheduled meeting. In the event the Box Elder Comity Sheriffs Search and Rescue is disabled, dissolved, or in any manner ceases to function or exist as outlined herein, all tangible assets will be turned over to the group that will succeed them in search and rescue. It will be the responsibility of the Board of Directors at the time of disbandment to assure}{\f17\fs28\cgrid0 }{\b\f17\fs28\cgrid0 the following: \par }\pard \li720\nowidctlpar\adjustright {\b\f17\fs28\cgrid0 1. The payment of all outstanding debts of the patrol using cash assets of the patrol and as necessary selling patrol equipment}{\b\i\f17\fs28\cgrid0 }{\b\f17\fs28\cgrid0 non county to clear such debts. \par 2. The transfer of remaining funds, equipment and all other assets whatsoever they may be, to an account that will be taken over by the group to succeed in search and rescue. \par 3. At the time of termination of membership a refund will be given in proportion to the condition of the returned radio. \par }{\f17\fs28\cgrid0 \par \par \par \par }\pard \nowidctlpar\widctlpar\adjustright {\f17\fs28\cgrid0 \par }\pard \nowidctlpar\adjustright {\f17\fs28\cgrid0 \par }\pard\plain \s4\qc\keepn\nowidctlpar\outlinelevel3\adjustright \b\f17\fs28 {ARTICLE VII \par AMENDMENTS AND/OR EXCEPTIONS \par }\pard\plain \nowidctlpar\adjustright \fs20\cgrid {\b\f17\fs28\cgrid0 \par SECTION 7.010 Amendments- Changes in and/or a properly moved and seconded motion must make additions to the Constitution and Bylaws from the floor of a regularly scheduled meeting. All members in good standing will be notified and be provided with a copy of the proposed changes or additions at least fifteen (15) days prior to the meeting in which the vote on the motion is to be held. Voting must take place at the next regularly scheduled meeting, regardless of any circumstances or the motion is automatically declared dead and shall be so recorded. FIREARMS SAFETY \par }\pard\plain \nowidctlpar\adjustright \fs20\cgrid {\b\f17\fs28\cgrid0 1. The firing range may be used only when attended by an approved range master, which is in charge of the range at all, times. \par 2. Only authorized persons will be allowed on the firing line or immediate surrounding areas or at the discretion of the range master. \par }{\b\f17\fs28\ul\cgrid0 \par }{\b\f17\fs28\cgrid0 3. Any activity by members contrary to the laws of the state of Utah or ordinances of Brigham City will result in immediate removal from the firing range. Any member in whose presence the violation was committed shall take appropriate legal action in accordance with the violation, \par }\pard\plain \s25\nowidctlpar\adjustright \b\f17\fs28 {5. Failure to adhere to the rules in part or whole will subject the violator to immediate removal from the range and immediate surrounding areas. The range master may, in writing, request the commander for the permanent removal of a violating member, permanent removal of any member must be by two thirds vote approval by all members within 30 days after notifying alleged violating member. \par }\pard\plain \nowidctlpar\adjustright \fs20\cgrid {\f17\fs28\cgrid0 \par \par }{\b\f17\fs28\cgrid0 \par }\pard \qc\nowidctlpar\adjustright {\b\f17\fs28\cgrid0 ARTICLE VIII \par FIRING RANGE RULES/FIREARMS SAFETY (continued) \par }\pard \nowidctlpar\adjustright {\b\f17\fs28\cgrid0 \par 6. Persons behind the firing line shall not harass shooters on the lines verbally or physically in any manner. Only on situations of various types of "stress shooting" may the shooter be verbally harassed and only on prior authorization of the range master. \par \par 7. Each time a weapon is picked up for any purpose, open the action and make inspection to insure that it is unloaded. Never trust your memory and consider every weapon as loaded until you have proven otherwise. \par \par 8. All weapons prior to being used on the firing range will be inspected by the shooter or range master for possible obstructions in the barrel, and for operational defects. That Weapons found operationally defective will not be allowed on the range. \par \par 9. Holstered weapons shall at all times be snapped down unless otherwise authorized by the range master. Sidearm shall be holstered at all times when the shooter is going to or from shooting positions. All rifles and shotguns shall be carried in the portarms position between shooting locations with the firing selector in the safety position unless otherwise authorized by the range master. \par \par 10. There will be no loaded weapons on the range except for those being fired unless authorized by the range master. \par \par 11. Weapons must be pointed down range at all times with the exception of returning a drawn weapon to the holster. \par \par 12. Do not place your finger within the trigger guard until you are pointing the weapon at the target. \par \par 13. Dry firing is allowed only at the firing line under the supervision of an instructor. \par \par }\pard \fi-720\li720\nowidctlpar\adjustright {\b\f17\fs28\cgrid0 14.\tab Do not load until the command is given and never anticipate a command. \par }\pard \nowidctlpar\adjustright {\b\f17\fs28\cgrid0 15. Do not handle a weapon on the firing line while there is anyone down range. \par \par 16. No weapons will be removed from holsters or portarms position except upon command of the range master on the firing line. Dry firing, practicing or general handling of firearms other than for repair or cleaning behind the firing line will not be allowed unless by prior approval of the range master. \par \par 17. In the event there is a malfunction, the weapon must remain pointed down range. The shooter will make notification of a weapon malfunction by raising the free hand in an upright position above the head. \par \par 18. Do not leave the firing line until authorized to do so by the range master. All shooters and assistants must remain in their assigned positions during the entire course unless otherwise ordered by the range master. \par }\pard \qc\nowidctlpar\adjustright {\b\f17\fs28\cgrid0 \page \par ARTICLE VIII \par FIRING RANGE/FIREARMS SAFETY (continued) \par }\pard \nowidctlpar\adjustright {\b\f17\fs28\cgrid0 \par 19. Only authorized ammunition will be fired on the range predetermined by the range master or departmental rules. \par \par 20. Possession or consuming of alcoholic beverages or drugs will not be allowed on the firing range and all areas concerning the firing range. Violators will be removed and arrest measures taken if necessary or required. \par \par 21. Assistants (coaches or pickup men) must never step in front of the firing line or shooter. Spent ammunition casings will not be retrieved until after the "line is clear" command is given by the range master or instructor. A11 shooter assistants will stay approximately three feet behind the shooters opposite side of the weapon. \par \par 22. Horseplay or any other type of pranks, jokes, etc. will not be tolerated and violators will be removed. Foul language will not be permitted, including load talk, calls or whistles intended to disrupt or bother the shooters. \par \par 23. Do not leave a loaded weapon unattended. Upholstered weapons will have cylinders or actions open at all times when not being fired. \par \par }\pard \fi-720\li720\nowidctlpar\adjustright {\b\f17\fs28\cgrid0 24.\tab No conversations allowed between officers while on the firing line. \par }\pard \nowidctlpar\adjustright {\b\f17\fs28\cgrid0 \par 25. If you drop a weapon accidentally, report this fact to an instructor or range master immediately; he will inspect the weapon to insure that it can be loaded and fired safely. If the weapon is loaded, do not pick it up, but let it lie and notify the range master or instructor. Weapons that come into contact with the ground during stress courses will also be reported immediately and an inspection conducted by the instructor or range master. \par \par 26. Shooters must not bend over to retrieve dropped ammunition during loading procedures. You will he permitted to do so after the line has been declared safe. \par \par 27. Do not fire at a target that has torn free or pulled from staples causing the target to fold. \par \par 28. Any time you observe an unsafe act, which endangers someone, you have the responsibility to shout "cease firing!" \par \par 29. Any injury sustained during firearms training or qualification, regardless of how minor it may seem, will be reported to the instructor or range master immediately. \par \par 30. When a cartridge fails to fire, continue the stage of fire and report it to an instructor or range master on completion of that stage of fire.
